Exeter Country Club 2007
OBJECTIVE
The Exeter Country Club Member Guide has been developed to provide an abbreviated and handy resource for Club membership on matters of common interest. It is not intended to be all inclusive of applicable membership matters. If any member has a question contact the Board of Directors
MEMBERSHIP CLASSIFICATIONS
(Refer to By-laws, Article 10)
Individual Adult Membership
The annual membership for an adult age 18 and over with unlimited play time, shall be voted on by the membership at the annual meeting of the Club. A food and beverage minimum in addition to the annual membership shall be administered by the board of directors yearly, with the cost not to exceed 10% of the adult membership dues and must be paid by March 1st.
Senior Membership
The annual membership for a Senior 65 and over, by March 1st, will be 80% of the Individual Adult Membership, as described in 10.2. Senior members will have the same privileges and obligations as Individual Adult Members, as described in 10.2.
Family Membership
The annual membership for two adults in a family membership will be 100% of the cost of one Individual membership and the second member will be 60% of the Individual Adult Membership. The family membership shall consist of two adults living in the same household, regardless of marital status.
The adult members in a family membership will have the same privileges and obligations as Individual Adult Members
The dues for children under 18 yrs of age in a family membership will be 25% of the adult dues as stated in 10.2. The children do not have to live with the adult whose membership they are going with, but must be part of the immediate family of one of the adults requesting the membership
Individual Junior Membership
The annual dues for a junior membership (8 through 17) shall be 33% of the Individual Adult Membership as stated in 10.2. At age 18 a current junior member may continue as a junior member.
Special:
A “Special Leave of Absence” is allowed upon payment of yearly dues of $75.00 and return of renewal marked “Special Leave”. This Special Leave must be renewed yearly and is limited to two consecutive years. All other applicable fees must be paid. If a cart is owned, the cart fee must be paid in order to reserve the spot but the member is not allowed to use the cart during the year. (Secondary driver may use the cart).
Corporate Membership
A registered corporation who purchases this membership may make a tee time seven days in a advance for a foursome to play golf any day of the week.
The cost of this non-voting membership will be four times the cost of an Individual Adult Member plus $750.

MEMBERSHIP QUOTAS
Membership quotas are: 250 adult individuals, excluding Honorary members & those on Special Leave; 75 total Junior members. No limit on number of Honorary members.
JUNIOR GOLF
 Junior members are required to attend the Youth Etiquette Clinic only once.
 Juniors may make tee times on weekends and holidays after 12:00noon. Monday thru. Friday 10:30am to 3:30pm (or after 3:00pm with the Pro Shop approval).
 Juniors may play in either the Club Championship or the Junior Championship and may play in intra-Club tournaments.
 Juniors may play in a Member Guest with the Pro Shop approval.
 Juniors may rent golf carts with proof of a valid driver's license
While as a full time student at a 2 year or 4 year educational institution. The junior member must show proof of educational registration each year and live in the same residential household, during parts of the school year, as a parent. Following school may join as an adult member

Juniors changing to an adult membership must also pay all new member costs. Adult members will also be responsible for any assessments, which may be levied.
Annual dues and additional costs must be paid by March 1 of each year. (Refer to Article 10.1of the By-Laws).
Assessments: Members shall be required to pay any assessment levied by the Board of Directors (Refer to Article 15 of the By-Laws).
When the Board levies an assessment, each member will pay such assessment within 30 days. If not paid within 30 days, the playing privileges will be suspended until paid. If not paid by December 1st of that same year, the member shall be deemed ineligible for reinstatement as a member.
Bond Issue 2001, the Club instituted a $500 bond for payment of course equipment replacement.interest is 9% per year paid annually after June 1st. Bonds are retired on June 1st after the resignation or death of the bond holder.
The Club stopped issuing any new Bonds after November 2004.
Extra Food cards may be purchased upon request.
BILLING
The club will bill each member annually. Payment for all charges is due, in full, BY March 1st of that year to remain a member of the Club in good standing. Any payment arriving after March 1st will be accepted if the postmark is prior to that date. If not paid by March 1st, (the member) must apply to the Board of Directors for reinstatement.
COMPLAINTS/SUGGESTIONS
Complaints and suggestions from members relating to any aspect of Club operations should be made, first, in writing to the Chair of the appropriate committee, then to any member of the Board of Directors. Folders for each Chair and Director are located at the top of the stairs to the upstairs dining room.
MEMBERSHIP INFORMATION
Club bulletin boards shall contain copies of the Minutes of the Board of Directors' meetings, monthly Treasurer's Report, membership lists, waiting lists, tournament schedules, golf events, and information, and general club information.
Members should also read the news that comes on the GHIN computer.
Newsletters containing information on Club activities and news are published during the season.
The Annual Meeting is scheduled for the last Sunday in April at 4 p.m. Members are strongly urged to attend because no meeting can be held without a quorum. This meeting provides a time for review and discussion of each committee's work, the Club's financial status, By-Law changes, and for the election of officers.
Members are welcome to attend the Board of Director's meetings, held the third Monday of each month. Anyone wishing to have an item placed on the agenda should contact the Secretary at least 10 days in advance of the next meeting.
EMPLOYEE TREATMENT & RULES
No Member shall personally reprimand any employee of the Club. Negative discussions of the performance of any Club employee should not be conducted in public. All complaints and suggestions should be made in writing to the board.
Full golf privileges are extended to the Golf Professional and Course Superintendent. They are extended the privilege of participating in our GHIN handicap system.
The Golf Professional and Course Superintendent. shall have the free use of a golf cart. All other employees shall pay Member rates to use the golf carts and be subject to all rules and regulations of the members. Those riding with them shall be subject to the appropriate payment for cart use.
COURSE RULES
The Rules of Golf, as published annually by the USGA, shall govern all play unless modified (but not superseding USGA) by any posted local rules.
1. Preferred lies in own fairway not to exceed 12 inches.
2. Free lift, no penalty:
a. Cart paths & footpaths & all worn areas due to heavy usage & bare ground caused by golf carts.
b. All drainage ditches in the fairway & rough (treat as ground under repair)
c. Immovable obstructions: benches, ballwashers, Clubhouse, chain link fence & irrigation control boxes on holes #1, 2 & 7.
d. Only blue-ribboned trees or newly planted shrubs or flowers (relief: swing and stance).
3. Large rocks on holes #8 & 9 behind greens; take one club length relief - swing & stance. If the rock lies between the ball & the green, this relationship must be maintained.
4. Drop area on hole #7 to the right of the cart path is for the lateral hazard only! Cart path should be nearest point of relief plus one club length.
COLORED STAKES:
WHITE - Out of Bounds YELLOW - Water Hazard
BLUE - No penalty within the confines of the stakes
RED - Lateral Hazard
The Golf Professional or the designated Ranger shall enforce the COURSE rules.
1. The following rules, if violated more than once, are grounds for written notice and action by the Board.
1.1 Motorized carts shall be kept out of the fairway except to cross the fairway at a 90-degree angle.
1.2 Carts, including pull carts, shall be kept off the tee areas and off the aprons of the greens.
1.3 All carts shall be kept out of areas designated by signs or roped off, or restricted by fences or other obstacles.
1.4 When a cart path is available, motorized riding carts shall be kept on the path.
1.5 Posted signs on the course governing play shall be followed.
1.6 Players shall not unduly delay play and shall allow the group behind to play through in the event that a full hole opens in front of them.
1.7 Players shall ring signal bells, when available. (2nd hole)
1.8 Players shall repair their own ball marks, replace their own divots, and rake the bunkers after playing from them. All players are expected to properly dispose of all papers, cigarettes and trash in the receptacles provided on course.
1.9 Players shall not unduly endanger other players or club employees, and shall call “fore” when it appears that a shot may endanger someone.
1.10 All cart drivers should be mindful of their surroundings and not start carts when nearby golfers are putting, etc.
2. The following violations shall be grounds for immediate action by the Board or its subcommittee upon notice of one violation.
2.1 Purposeful endangerment of other players or Club employees.
Verbal abuse, profanity, or threats directed against players in other groups, club employees, or other persons on the golf course.
Failure to comply with a specific instruction or direction of the Ranger within the scope of the Rangers duties.
Purposeful damage to club property, not occurring during normal play.
Purposeful assistance of the violation of Club rules by any other person.
PRO SHOP INFORMATION
7AM - 6PM Weekdays 6AM - 6PM Weekends
Hours may vary according to playing conditions
The Pro Shop can make arrangements for Member charge accounts, arrange for gift certificates, and will credit prize winnings accordingly. Check with the Pro Shop for details. The Pro Shop is responsible for enforcing tee time policy and play on the course.
SIGN IN
All players are required to sign in at the Pro Shop at least 20 minutes prior to tee time.
TEE TIME POLICY
Tee times are available as follows:
Members Up to 7 days in advance
Green Fees Up to 4 days in advance
Tee times may be made during regular business hours either by phone or in person on a first come, first served basis. Tee times are required for weekends and holidays, and strongly recommended at all other times. Members may make tee times on weekends and holidays until 11 a.m. A member may bring one guest before 11 a.m. on weekends and holidays. At all other times, Members may bring up to three guests.
Tee times on weekends and holiday mornings during the prime season are available to non-members if not reserved before 5 p.m. on the preceding day by members. During the non-prime season, tee times on weekends and holiday mornings are available to non-members if not reserved four days in advance by members.
The minimum number of players needed to book a tee time is two. One person is not allowed to book a tee time but will be assigned to a group by the Pro Shop. Golfers must state the names of players in the group at time of booking. The player making the booking is responsible for the stated number of players in the group. The Pro Shop shall make every effort to fill up every group to make foursomes and has sole discretion to permit golf privileges to groups under four players. If players refuse to play with assigned players, they may incur penalties as stated below.
Tee times may be made for 9 or 18 holes, with players stating their intentions at the time of booking. Each group is allowed 2 hours and 15 minutes to complete 9 holes. Those groups booking 18 holes will have a dedicated time set aside to make the turn. As a courtesy to all golfers, the early group of tee times (6:30-8:30) on weekends and holidays will be reserved for players intending to play 18 holes.
All tee times not being used must be canceled 24 hours in advance. Cancellations may be made by calling the Pro Shop during regular hours. The golfer booking the tee time is responsible for the number of golfers stated. If changes are made within the group, the golfer that made the booking must either fill the slot of notify the Pro Shop of an opening 24 hours in advance of tee time.
PENALTIES: (the Pro is responsible for maintaining accurate records) Golfers who fail to abide by the tee time policy stated above will be subject to:
First infraction: Verbal warning
Second infraction: Letter and hearing before the Board of Directors. The Board may revoke tee time booking privileges for up to four weeks.
Third infraction: Automatic forfeiture of golfing privileges for up to 4
weeks and possible expulsion and loss of membership to Club, with no refund.
RANGER
The duties of a Ranger shall include speaking to players who are slow and holding up play, and move them along accordingly. If any players are misbehaving and the Ranger is appropriately notified, the Ranger shall go to the parties involved and discuss with them the issues and consequences of their actions. If the misbehavior is repeated, the Ranger should be prepared to handle the situation and/or contact the Club Professional.
The Ranger has authority to issue verbal warnings to players who violate course rules. The Golf Professional has the authority to remove greens fees from the course. The Board of Directors has the authority to investigate complaints referred by the Golf Professional, and to reprimand violators of course rules if appropriate, including authority to suspend the playing privileges of members.
CARTS
We currently have two types of motorized carts available, Club carts and Private carts. All drivers of carts MUST have a valid driver's license. Handicap flags are available at the Pro Shop.
Prices: 18 holes $11 each rider for member and guest ($22 total) 9 holes $6 each rider for member and guest ($12 total) Pull Carts: $4.00 per use. A seasonal cart pass is available at the Pro Shop.
EXISTING PRIVATE CARTS: A cart shall have only one owner. The owner must be a continuous member since 4/1/99.
 The cost will be $200 per year. If the owner wishes to add a secondary driver, the cost is an additional $200.
 No non-member may be a secondary driver.
 If the owner of the cart leaves the Club, the secondary driver loses their privilege for this cart. It is the Cart owner's responsibility to physically remove the cart from the Club premises when the owner leaves. Any expense incurred by the Club to remove a non-member cart will the responsibility of either the owner or the secondary driver for the cart.
 Both the owner and secondary driver must have certificates of insurance and provide copies to the Club.
 No non-members will be allowed to use private carts on Club premises.
 All carts will have numbers on the carts, which correspond with the appropriate names of owner and secondary drivers (List kept in the Pro Shop).
 All carts will be assigned to a specific parking spot in the Cart Pen (List kept in the Pro Shop).
 There will be no sub-renting of private carts (per insurance).
ALL CARTS MUST BE IN WORKING ORDER OR BE RE-MOVED WITHIN 14 DAYS.
ALL PRIVATE CARTS ARE LEFT ON CLUB PROPERTY AT THE OWNER'S RISK.
Exeter Country Club Handicap Flag Policy
Your patronage at Exeter Country Club is truly appreciated.
It is our course policy to restrict motorized cart traffic to the cart paths when weather or turf conditions warrant. This policy ensures that we can continue to provide the best possible playing conditions in the long term.
However, we also recognize the needs of the truly disabled golfer who suffers from permanent walking impairments or other conditions that would make it impossible for him or her to enjoy the golf course with restrictions on golf car use.
Golfers with disabilities will be asked to identify themselves to management. It is legally permissible for management, if there is a reasonable belief that a golfer may not be disabled as defined by the Americans with Disabilities Act (ADA)*, to request proof of a disability , such as a government - issued permanent disabled car placard or other identifying information which may reasonably be accepted as valid.
Management will provide golfers covered by the ADA with a separate car with an identifying flag. This will allow the disabled golfer only to leave and return to the cart path at designated points on each hole. Please address any questions or concerns to the golf course management.
Please understand that this golf car traffic is likely to adversely affect turf and soil, as well as playability. We appreciate your cooperation in using care and exercising good judgment.
Any use of cars off the cart paths is at your own risk, and any problems or injuries resulting from such use are the golfer's responsibility. For safety reasons we strongly discourage the use of the golf car on severe slopes or through tall grass areas. Natural, un-mowed areas may be designated as environmentally sensitive and also present a fire hazard; please avoid these areas with the car.
Consistent with government rulings on ADA, course management reserves the right to restrict all golf car traffic in rare instances when excessive heat, moisture stress, new turf, other weather-related or maintenance-related conditions create extreme safety issues or would result in any cart traffic causing excessive turf damage. If at any time it is apparent these conditions might exist, we suggest calling ahead.

Violation of this policy may result in suspension of golfing privileges.
* Under the ADA, an individual is considered to have a “disability” if he or she has a physical or mental impairment that substantially limits one or more major life activities, such as seeing, hearing, speaking, walking, breathing, performing manual tasks, learning, caring for oneself, and working. An individual with epilepsy, paralysis, a substantial hearing or visual impairment is covered, but an individual with a minor, non-chronic condition of short duration, such as a sprain, broken limb, or the flu, generally would not be covered. RIGHTS OF PLAYERS
NO METAL SPIKES to be used on the Course.
Players shall normally start on the first tee unless authorized by Starter or Pro Shop.
Players who do not keep their places on the course must request the players following to play through. Any match (refer to USGA Rule Book for clarification) being held up should request permission to play through in order to avoid congestion.
Fivesomes or more are not allowed, unless specifically approved by the Pro Shop.
Players entitled to play through must not do so until the players in front have signaled all clear. All players must be aware of rapid play and not delay the play of others behind them. Players who are holding up play should be reported to the Ranger or the Pro Shop.
DRESS CODE
All members, guests and green fees are expected to adhere to the following dress code while playing golf. Proper golf attire is required at all times on Club premises.
Acceptable attire includes:
 Collared shirts
 Henley shirts
 Women's Collarless blouses (if collar-less, must have sleeves; if sleeveless, must have collar)
 Shirts with logos
 Wallking shorts (ex: mid-thigh)
 Clean jeans
 Golf shoes or sneakers
Unacceptable attire includes:
 Metal Spikes
 Tank tops
 Tee shirts (undergarments)
Shirts w/reference to sex, drugs, tobacco, alcohol.
 Short shorts, gym shorts, bike shorts
 Tennis attire
 Swim suits
 Cut-offs, ragged-edged shorts, bare feet, work boots, heeled shoes
The Pro Shop staff is responsible for enforcing the Dress Code and has authority to deny a golfer course access.
Any questions should be directed to the Club Professional or his designee.
DAMAGE
Any person/s, who shall take away from the premises any property belonging to the Club, shall be obliged to replace it and shall also be liable to expulsion by the Board of Directors.
In case of any destruction, defacement or injury of any property belonging to the Club, the person/s causing it shall pay the cost of replacing or repairing same.
The Club is not responsible for lost or damaged personal property.
CLUB TOURNAMENTS
Either the Golf Events Committee or the Exeter Country Club Golf Professional shall administer each tournament. The Committee has no power to waive the Rules of Golf; however, it may make and publish Local Rules for abnormal conditions.
 The committee running each individual tournament establishes tournament format, prizes and fees. Specific information will be posted on the Tournament Board. Fees must be paid at time of sign-up unless otherwise noted to the contrary on the sign-up sheet,
 Tournament sign-up sheets will be posted in the Pro Shop in advance of the tournament date.
 Deadline for Tournament sign-up will be 6:00PM two days prior to the tournament date unless otherwise noted on the sign-up sheet.
 The Golf Events Committee will set deadlines for refunds for each tournament. The decision of the Committee shall be final.
 Unless otherwise posted, all teams for intra-club events will be formed by blind draw/handicap and mixed gender.
 Each member shall use his/her USGA handicap as posted and current on the day of the tournament unless otherwise noted by the Committee. When handicaps are used in competition, it shall be the responsibility of the Golf Events Committee to verify a competitor's handicap with either the Handicap Chair or the US Golf Association GHIN. In the event that a competitor's handicap cannot be verified, it shall be the responsibility of the Committee to assign a handicap. If the Committee has sufficient evidence to question the validity of a competitor's handicap, the Pro/Handicap Committee may adjust that handicap after consulting with the Handicap Chair. The Committee may limit the maximum handicap allowable in any handicap event or otherwise adjust handicaps for tournament.
 New members are welcome. Low handicaps or experience in tournaments is definitely not necessary.
 In such cases when a tournament is not filled, non-members may participate after payment of all applicable fees.
WEEKLY GOLF ACTIVITIES
LEAGUES (Open to members Only)
The league membership and officers for those leagues determine league fees and formats. A list of contact persons is available on the bulletin board between locker rooms and the Web Site.
Tuesday Men's League:
Play starts late-April and is open to Adult Club members only. Priority is given to those who played the previous year. Vacancies are filled from League wait list. Tee times are 4pm to 5:30 pm.
Wednesday Men's League:
Play starts mid-May and is open to Adult Club members only. Priority is given to those who played the previous year. Vacancies are filled from League wait list. Tee times are 4 to 5:30 pm.
Thursday Women's League:
Play begins mid-May and is open to Adult Club members only. Priority is given to those who played the previous year and those on medical leave. Wait list is available. Tee times are 4-5:30 pm.
Thursday Morning Mixed League - check with Pro Shop or Dick Streeter for details.
OTHER WEEKLY ACTIVITIES (open to members and non-members)
Tuesday - Morning Mixed Scramble - check with Pro Shop.
Wednesday - Women's Morning Coffee Group - play begins as soon as course is playable. Teams are assigned upon arrival, tee times are between 7:45 and 8:30 a.m. and players must be there ½ hour before tee time. Beginners are welcome. Check with Pro Shop.
CLUB CHAMPIONSHIPS
All members, including juniors, may participate in Men's and Women's Club Championships.
The Senior Club Championships are open to all members aged 50 years or older on the day the competitions are scheduled.
PRACTICE RANGE
The Range is located to the right of the 1st fairway. Check with Pro Shop regarding range balls and fees.

HANDICAPS AND POSTING
The GHIN Handicap system is available to all members. A computer is available in the Pro Shop to post your scores, both 18 holes and 9 holes scores. Every two weeks the handicaps are recalculated and the updated handicap information is available on our computer. New handicap labels are available by using the label maker at the computer.
The Pro/Handicap Committee per USGA rules may adjust handicaps.
To post your score: Check your card to be sure it is accurate and complete. Adjust any holes in accordance with the USGA's Equitable Stroke Control. (Information on how to adjust your score is posted next to the computer). Post your score using your assigned number. A listing of Member numbers is available by the computer. Be sure that date, course rating and slope are correct.
Scores from Tournaments and other golf courses need to be entered in a different manner than regular rounds played at E.C.C. Check with the Pro Shop or someone on the Handicap Committee for assistance.
Every round of golf must be recorded for the handicap system to work properly.
HOUSE RULES
All food and beverages served at the Club and on the course shall be provided through the Club. Alcoholic beverages must be consumed within designated areas per NH State Law. Bartenders have the right to refuse liquor service to members and any other patrons. There is no smoking in the downstairs lounge area. Smoking is allowed upstairs, except during meetings and functions, on the porch and outside. Members, guests and green fees will refrain from offensive language, both on the course and in the Clubhouse.

FUNCTIONS
The House Committee is responsible for the coordination of the Club House rental. Contact the Committee on fees for rental rates for both members & non-members. A deposit may be required upon your booking a function. Payment is due in full at the time of the function.
Non-member functions will be booked at the discretion of the Club. When dining room functions are scheduled, Members will be accommodated in the Lounge and food and beverages will be available. All functions will be listed on the bulletin board.
SCHOLARSHIPS
Scholarships are available to Club Members and/or immediate family members. Applicants must be enrolled full-time in a 2 or 4 year program.
Applications are available from the Pro Shop. Deadline for submission of application is May 15th of the current year. These scholarships are not renewable. They are for one year only. The scholarship will be awarded for the second semester after the applicant provides a copy of his/her grades for the first semester and proof of registration for the second semester
PARKING
No parking, including motorcycles, is allowed beyond the crosswalk. Vehicles will be towed at owner's expense.
WAITING LISTS
The Secretary will be responsible for maintaining all waiting lists of the Club. Anyone over the age of 18 will be subject
to the Adult Waiting List; juniors will be subject to the Junior Waiting list (minimum age for sign-up will be 7 years). A
$50 non-refundable deposit for each membership shall accompany all applications for adult membership. Applicant's
names shall be added to the bottom of any existing waiting list. When candidates become eligible for membership,
the Secretary shall notify them. It is the responsibility of the applicant to keep the Secretary informed of any address
changes while awaiting membership.
Junior Waiting List: Children or step-children of ECC members will be given priority the following year after sign-up. If not joining at that time, they will then go through the normal application process and be placed on the bottom of the regular junior waiting list. All juniors (ages 8-17) will pay a deposit of $25 which will be deducted from their first year's dues. The application form will include a line to show to whom and how related to the adult member of the Club.
LOCKERS
Limited lockers are available for both men and women. A fee is collected through the membership renewal for the men's lockers. Men and Juniors should contact the Pro Shop . Women's lockers are handled via the Women's Association and payment is made through a separate billing from that Association. Contact the Treasurer of the Women's Association for availability.
MEMORIAL GARDEN
The Garden is located between the third green and the 4th tee and is dedicated to those members whom we have lost but remain very dear in our hearts. They will forever be a part of our golfing family. Donations or suggestions may be made by contacting Dick Streeter.
BY-LAWS - E.C.C.
ARTICLE 1. NAME
This organization shall be called "The Exeter Country Club".
ARTICLE 2. OBJECT.
The object of this Club shall be to promote outdoor games and to provide grounds and instrumentalities to that end.
ARTICLE 3. OFFICERS.
The Officers of the Club shall consist of a President, Vice-President, Secretary and Treasurer. All shall be elected by ballot and majority vote. In the event there is no election on the first two ballots for any official, the two having the greater number of ballots shall be the only candidates eligible to be voted on at any subsequent ballot. If a vacancy occurs during the season, the Board of Directors shall appoint directors as needed, to serve until the next annual meeting. The Treasurer and Secretary will serve three year staggered terms. The Officers will adhere to the job descriptions and policies of the positions as set forth by the Board of Directors.
3.1 PRESIDENT:
The office shall be elected by ballot and majority vote and shall serve a one-year term. It shall be the duty of the President to preside at all meetings of the Club and of the Board of Directors. S/He shall appoint all committees not otherwise provided for, subject to the approval of the Board of Directors. The President shall attempt to attend one meeting of each Committee per year and be a member of the Finance/Planning Committee.
3.2 VICE-PRESIDENT:
The Office shall be elected by ballot and majority vote and shall serve a one-year term. It shall be the duty of the Vice-President to assume all the duties, but not the office, of the President during the latter's absence and shall serve as Chairman of the Long Range Committee.
3.3 SECRETARY:
The office shall be elected by ballot and majority vote and shall serve a three-year term. It shall be the duty of the Secretary to collect all money due the Club and pay the same to the Treasurer, taking his or her receipts therefore. S/He shall insure all proper notices are sent/posted, keep a true record of all meetings of the Club, the proceedings of the Board of Directors and all other matters concerning which a record shall be deemed advisable by him or her or by the Board. Such records shall be at all reasonable times open to the inspection of any member of the Club. S/He shall conduct all correspondence pertaining to this office. In the case of
inability to attend meetings, s/he shall cause the necessary books and papers to be conveyed to the place of the meeting. S/He shall be exempt from the payment of any membership dues. S/He shall give a bond satisfactory to the Board of Directors for the faithful performance of his or her duties, the cost of said bond to be borne by the Corporation.
3.4 TREASURER:
The office shall be elected by ballot and majority vote and shall serve a three-year term. The Treasurer shall keep the accounts of the Club and pay all bills duly approved by the President. The Treasurer shall exhibit his or her accounts at the Annual Meeting, or at any meeting on the call of the President, and his/her books shall at all reasonable times be open to the inspection of any member of the Club. The books shall be made available for a semi-annual audit by an appropriate CPA. S/He shall give a bond satisfactory to the Board of Directors for the faithful performance of duties, the cost of said bond to be borne by the Corporation. The Treasurer shall be exempt from the payment of any membership dues.
ARTICLE 4. DIRECTORS.
The Directors of the Club shall consist of three elected members serving three year, staggering terms and two elected members serving one-year terms (one of these positions being filled by the immediate retiring past president for one year).
ARTICLE 5. BOARD OF DIRECTORS
5.1 DUTIES:
The Board of Directors shall consist of nine positions representing the four officers and the five directors and shall have the full management and control of all property, effects and assets of the Club. They shall have the authority to govern time of play on the course. They shall enforce the laws and regulations of the Club and the preservation of order; shall make or authorize all necessary contracts or purchases and, at no time, render the Club or any member liable for any debt beyond the amount of which shall, at the time of the contracting debt, be in the treasury and not needed for the discharge of any prior debts or liabilities; shall audit the account the Treasurer; examine and act upon all applications for member-ship; make all rules concerning the government of the Club property, and generally do all things for the proper management of its affairs.
5.2 TERMINATION:
The Board may, in its discretion, terminate the term of any Board Member who fails to attend 4 regular meetings of the
Board in any year commencing with the Annual Meeting and ending with the next Annual Meeting. The balance of the
term of a dismissed Board member shall be filled as in Article 7.
ARTICLE 6 COMMITTEE OF NOMINATIONS
At least one month previous to the date of the Annual Meeting, the Board of Directors shall appoint a Committee of Nominations which shall consist of five members in good standing, two of whom shall be members of the Board of Directors and none of whom shall be officers. Said Committee shall organize and run the elections at the annual meeting; they will confirm the election results to the membership. Said Committee shall report one slate of officers for the ensuing year at the Annual Meeting and shall include at least one person in each position scheduled for a vote. Further nominations for any or all of the offices may be made from the floor at the Annual Meeting provided, however, that any such person so nominated shall first indicate his or her consent to be so nominated. Provided further that any person nominated, either by the Committee or from the floor, shall be a Member in good standing.
ARTICLE 7 VACANCIES
With the exception of the office of the President, should any of the 8 positions of the Board of Directors become vacant, the Board shall fill such vacancy until the next scheduled Annual Meeting, when said vacancy shall be filled at the Annual Election. The person appointed to fill such vacancy shall come from the membership.
ARTICLE 8 FISCAL YEAR & MEETINGS
8.1
The fiscal year of the Club shall begin January 1 of any year and extend through December 31 of said year.
8.2
MEETINGS Robert's Rules of Order, 10th Edition, shall be the parliamentary authority for these meetings.
8.2.1
The Annual Meeting of the Club shall be held on the last Sunday in April at 4:00 in the afternoon for the election of
officers and directors to serve for the ensuing calendar year and such other business as may be properly brought
before the meeting. Notice of meetings shall be sent to all adult members at least seven days before the time
specified for the Meeting. The location of the meeting shall be determined by the Board of Directors. Fifteen percent
of the total voting members, as defined in Article 10.3, shall constitute a quorum for the transaction of business at any
meeting.
8.2.2
Following the Annual elections at the fall meeting, the newly appointed officers will take office as of December 1st of
the same year, with the outgoing Treasurer being available to the Board of Directors through the tax season of the
ensuing year.
8.2.3 Special Meetings: “
At a special meeting ,if a motion supporting the Specific Purpose of the special meeting will amend these adopted
By-Laws, the motion shall be permitted. Passing of the motion shall be considered an approved
permanent/temporary change from these adopted By-Laws as stated in the motion for the purpose of conducting
business under the Special Meeting requirements described above.”
A special meeting of the Club shall be called when ever the Board of Directors shall consider one expedient or
whenever the President or Vice-President shall be requested to call one by written request of ten percent of the total
voting members, setting forth the purpose thereof. Notices of Special Meetings shall state the general purpose to be
acted upon and no other business than that specified shall be transacted at such meetings. See Article 8.2.1
concerning requirements for a quorum.
8.2.4 Meetings of the Board of Directors:
The Board, of which 5 shall constitute a quorum, shall hold meetings on such dates as they may select, and special
meetings may be called by the Secretary at the request of the President or any two of the Board members, upon
notice to be sent or given to each member at least 24-hours before the time appointed therefore.
ARTICLE 9 REPORT
At the Annual Meeting, the Board of Directors, through the President, shall make a full report of their proceedings during the previous year and recommend such measures they deem advisable. The Treasurer shall present the report of the finances to the Board of the ensuing year for examination and settlement and, if the same be approved by the Board, such accounts shall be considered settled. If not approved, the same shall be submitted to the Club at the next regular meeting or Special Meeting called to enact thereon.
Article 10 Dues
10.1
Membership dues shall be paid to the Secretary in full by the 1st day of March to remain a member in good standing.
10.2 Individual Adult Membership
The annual membership for an adult age 18 and over with unlimited play time, shall be voted on by the membership at the annual meeting of the Club. A food and beverage minimum in addition to the annual membership shall be administered by the board of directors yearly, with the cost not to exceed 10% of the adult membership dues and must be paid by March 1st.
10.2.1 Senior Membership
The annual membership for a Senior 65 and over, by March 1st, will be 80% of the Individual Adult Membership, as described in 10.2. Senior members will have the same privileges and obligations as Individual Adult Members, as described in 10.2.
10.2.2 Family Membership
The annual membership for two adults in a family membership will be 100% of the cost of one Individual membership and the second member will be 60% of the Individual Adult Membership. The family membership shall consist of two adults living in the same household, regardless of marital status.
The adult members in a family membership will have the same privileges and obligations as Individual Adult Members
The dues for children under 18 yrs of age in a family membership will be 25% of the adult dues as stated in 10.2. The children do not have to live with the adult whose membership they are going with, but must be part of the immediate family of one of the adults requesting the membership.
10.2.3 Corporate Membership
A registered corporation who purchases this membership may make a tee time seven days in a advance for a foursome to play golf any day of the week.
The cost of this non-voting membership will be four times the cost of an Individual Adult Member plus $750.
Discounts
Discounts for new members will be as follows
After June 1st 15%
After July 1st 30%

After September 1st 50%
10.3 Voting Members:
Only those adult members described in 10.2, 10.2.1 and 10.2.2 whose dues and obligations are paid in full will have the right to hold elected office and vote at the Annual and any Special Meetings of the Exeter Country Club
10.4
All new adult members of the Club will be responsible for the payment of an initiation fee, if voted on at the annual meeting, payable at the time as all dues and applicable fees.
10.5 Individual Junior Membership
The annual dues for a junior membership (8 through 17) shall be 50% of the Individual Adult Membership as stated in 10.2. At age 18 a current junior member may continue as a junior member, while as a full time student at a 2 year or 4 year educational institution. The junior member must show proof of educational registration each year and live in the same residential household, during parts of the school year, as a parent. Following school may join as an adult member
10.6
Golf privileges of all classes of membership shall be subject to limitations, rules and regulations, as the Board shall
prescribe
10.7
A Special Leave of Absence is allowed upon payment of the yearly dues, such dues shall be voted on by the membership at the Annual Meeting. This Leave must be renewed yearly and is limited to two consecutive years per member. All other applicable fees are to be paid. If a cart is owned, the cart fee must be paid in order to reserve the spot, but the member is not allowed to use the cart during the year, even during greens fees. (Secondary driver may use the cart). The waiting list shall be activated to cover this position.
10.8
Honorary Memberships may be given to those members who have attained the age of 80 years and have had 30 consecutive years of membership with the Exeter Country Club. The membership dues are waived but all other costs would need to be paid yearly (i.e. food card, carts, assessment, etc.). The member has no voting rights.
ARTICLE 11 CANDIDATES FOR MEMBERSHIP
A non-refundable deposit for each adult membership shall accompany all applications for membership. Applicants' names shall be added to the bottom of any existing waiting list. When candidates become eligible for membership, the Secretary shall notify them.
11.1
Once notified, the candidate will be responsible for all necessary dues (minus deposit) and fees.
11.2
Spouses of current members may join, without a current listing on the waiting list, with payment made by March 1st.
Said payment will include all applicable dues and fees.
11.3
Junior waiting List, Children & step-children of current members will be allowed in first off the waiting list the following
year after sign-up. If not joining at that time, they will then go through the normal application process & be placed at
the bottom of the regular waiting list. All juniors (age 8-17) will pay a deposit of which will be deducted from their first
year's dues. Minimum age for sign-up is 7 years. The application form will include a line to show to whom related and
how related to the adult member of the Club.
ARTICLE 12 DISCIPLINE
The Club Pro/Designee will handle the day-to-day administration of the Club's By-laws, policies and rules. Items of concern will be forwarded to the President for action. Appeals may be made to the Board of Directors, with final appeal to the Club Membership.
ARTICLE 13 RULES
The rules of the United States Golf Association, except as modified by local rules, are adopted as rules of the Club.
ARTICLE 14 AMENDMENTS
These By-Laws may be amended by two-thirds of the Membership present and voting at any annual or Special Meeting, of which thirty days notice has been given stating the proposed amendment for which the meeting was called.
14.1
Any amendments to the By-laws must be presented & reviewed by the By-laws Committee prior to presentation, by letter, to the membership.
ARTICLE 15 ASSESSMENT
The Board of Directors shall have the power and authority to levy an assessment in case of emergencies or capital expenditure upon each adult member for a sum not to exceed $50.00 per year. Each adult member shall pay such assessment within 30 days of postmark. In the event a member does not pay the assessment after 30 days, playing privileges will be suspended until it is paid. As of December first of that calendar year, a member who has not paid his or her assessment will no longer be eligible for membership.
ARTICLE 16 INDEMNIFICATION
16.1
Each person who has served, serves, or shall serve at any time as a member of the Board of Directors shall,
without prejudice to any other rights that s/he might have, be entitled to be reimbursed by the Exeter Country Club for,
and indemnified by the Exeter Country Club against, all costs and expenses reasonably incurred by him or her in
connection with any claim made, action, suit or proceedings or criminal prosecution threatened or brought against him
or her, or in which s/he may be involved as a party or otherwise, by reason of any action alleged to have been taken or
omitted by him or her as such Board member or by reason or his or her status as such Board member, whether or not
s/he continues to hold such position at the time of incurring such costs and expenses including attorney's fees and
amounts paid or incurred by him or her in connection with reasonable settlement of any such claim action, suit or
proceeding.
16.2
No person shall be so reimbursed and indemnified in relation to any matter which has not been made the subject of a settlement, except with the approval of a majority of the disinterested elected Board of Directors then in office or of a court of competent jurisdiction. Any rights to reimbursement and indemnification granted hereunder to any person shall extend to his or her executors, administrators and legal representatives. No such reimbursement or indemnification shall be provided for any person which respect to any matter as to which s/he shall be finally adjudged in any action, suit or other proceedings, or shall be found by a majority of the disinterested elected Board of Directors not to have acted in good faith in the reasonable belief that his or her action was in the best interest of the Exeter Country Club.
16.3
Reimbursement or indemnification hereunder may, in the discretion of the elected Board of Directors, include
payments by the Exeter Country Club from time to time of costs and expenses, including attorney's fees incurred in
defending a civil or criminal action, suit or other proceeding, upon receipt of a binding undertaking by the person
indemnified to repay such payments if a majority of the disinterested elected Board of Directors shall conclude, or a
court of competent jurisdiction finally adjudges, that s/he is not entitled to reimbursement or indemnification hereunder.
Nothing herein contained is intended to, or shall prevent a settlement by the Exeter Country Cub prior to final
adjudication, or any claim against it, including any claim or reimbursement or indemnification under this article, when
such settlement appears to be in the best interest of the Exeter Country Club.
16.4
The provisions of this article shall be binding on the Exeter Country Club and each person claiming
reimbursement or indemnification hereunder to the same extent as if they were contained in a written contract
between the Exeter Country Club and such person.
Notwithstanding the foregoing, the provisions of this article shall not apply to any persons working under contract and/or employees of same with regard to any claim or suit, action or proceeding threatened or brought against him or her, or in which s/he may be involved as a party or otherwise by reason of any action alleged to have been taken or omitted by him or her.
